City of Raleigh Utility Permitting Policy Under Stage 2 Water Conservation Measures
City Manager J. Russell Allen has the City Council’s permission to implement Stage 2 Mandatory Conservation Measures should Falls Lake shrink to a 90-day supply. As of December 31, 2007 the water supply pool currently in storage at Falls Lake is at 112 days.
In addition to restricting water usages, the next stage of water conservation, Stage 2, will include measures that will impact the permitting of construction plans (Infrastructure Construction Plans ) for new water and sewer mains.
Once Stage 2 Water Conservation Measures are implemented, the Public Utilities Department will issue water and sewer permits for construction only. New water and sewer mains may be constructed, but not filled with water for testing or flushing. Since water service taps are required to be made under pressure, no taps may be made on new mains.
Once the Stage 2 Water Conservation Measures are lifted, the Public Utilities Department will issue permits for operation of the new systems that were previously issued “Construction Only” permits. At which time, the mains may be filled, flushed and tested, and the service taps may be made.
