Highland Creek - Single Family - Raleigh, NC
Centex Corporation’s Highland Creek is a 257-acre development located in Northern Wake County. Referring to this development as its “Flagship” project in the Triangle, the three-phase project includes a large amenity complex with pool, tennis courts, fitness center, soccer field and playground, 47 acres of open space (more than double the size required), and 2.5 miles of trails.
The site layout was carefully crafted to minimize impacts on numerous streams and wetlands throughout, enough to meet Nationwide Permit qualifications which allowed Centex to avoid the requirement to apply for an Individual Permit for each impacted area. This resulted in a significant savings in time and expense.
Phase One included two commercial outparcels located along US Hwy 401 that were not to be included in the site’s overall plan approval, presenting a unique challenge given that no property line had been established to delineate the commercial tracts. However, the McAdams Company team was able to deliver plans quickly and rapidly respond to comments from municipal reviews. In fact, McAdams Company achieved Administrative Approval of the Preliminary Subdivision in an unheard of seven months and Phase One construction drawings were approved in just six months, allowing Centex to begin construction on schedule.
Phase One also included a public sanitary sewer pump station. During the approval process, the City of Raleigh acquired the Town of Wake Forest’s sanitary sewer system. Subsequently, the City evaluated the Smith Wastewater Treatment Plant and determined that it did not have additional capacity for the new Highland Creek project. McAdams Company designers had to quickly revise site plans to identify an additional discharge point, along with the associated route and pump station revisions. The team was successful in designing a cost effective route and negotiating with the City to receive approval on the new discharge location.
The Grand Opening for Phase One (347 units) was held in early 2007. The McAdams Company provided Centex master planning, a master stormwater plan, permitting, site engineering, surveying, as well as construction observation and certifications.
