Going Outside the Box with Simultaneous Review
University Square is a 90-unit, senior apartment housing development located in Charlotte, North Carolina. The six-acre project, developed by First Centrum Management Group, was completed in August 2006.
First Centrum relied on McAdams staff in the Charlotte office to guide them through the intricate Charlotte-Mecklenburg County approval process. The McAdams team also provided site planning, civil site design and construction staking on the project.
Traversing the City and County’s approval and permitting processes was made unusually difficult because of the need to obtain both site approval and building permits simultaneously in order to meet funding deadlines for North Carolina’s housing bonds. Normally, the process dictates that site improvement permits must be attained before beginning the building permit process. As a result, the McAdams team and the First Centrum in-house architects successfully negotiated an agreement with regulatory officials that resulted in the one-time implementation of a simultaneous review and approval process for obtaining all of the required permits together, before the funding deadline. Although public staff agreed to execute the simultaneous approval process, they did not relax any other design and approval criteria.
McAdams Company is proud to say that all owner permits were obtained more than 30 days before the deadline and the project was successfully funded. Today, University Square is home to many Charlotte residents.
